records (via one `package_search?rows=62` with `resources` embedded) shows **28 of 62
(45%)** have `"resources": []` — e.g. `spend-over-25000-in-nhs-wirral`,
`spend-over-25000-in-nhs-bristol`. Primary Care Trusts (the org type behind nearly all of
these packages) were abolished across England on 2013-04-01 under the Health and Social
Care Act 2012; these CKAN records are therefore 13-year-old transparency obligations for
organizations that no longer exist.
**Probe 3 — metadata freshness vs content reality:** `spend-over-25000-in-nhs-wirral`
(0 resources) reports `"metadata_modified": "2026-07-08T13:33:28"` — bumped within the
last 3 months, almost certainly by a bulk re-index/touch job, not by anyone adding or
reviewing content. Freshness of the catalog record is not evidence the data is present.
**Probe 4 — a second zero-resource example with identical shape:**

these 62 PCT-era transparency packages serve a live, fetchable file via this lane's tooling.
