**Service:** data.gov.uk CKAN `package_search`, querying the "Spend over £25,000" NHS
transparency series by exact title.

**Probe 1 — phrase search vs free-text search (a CKAN quoting gotcha of its own):**
```
curl -L "https://www.data.gov.uk/api/3/action/package_search?q=NHS%20spend%20over%20%C2%A325%2C000&rows=5"
  -> result.count = 1344   (unquoted free text: OR-matches "NHS"/"spend"/"over"/"25000"/"£" independently)
curl -L "https://www.data.gov.uk/api/3/action/package_search?q=title:%22Spend%20over%20%C2%A325%2C000%20in%20NHS%22&rows=62"
  -> result.count = 62     (quoted phrase scoped to title: field)
```
A client assuming `q=` free text is phrase-matched will overcount by >20x.

**Probe 2 — resource emptiness across the precise 62:** pulling all 62 `package_show`
records (via one `package_search?rows=62` with `resources` embedded) shows **28 of 62
(45%)** have `"resources": []` — e.g. `spend-over-25000-in-nhs-wirral`,
`spend-over-25000-in-nhs-bristol`. Primary Care Trusts (the org type behind nearly all of
these packages) were abolished across England on 2013-04-01 under the Health and Social
Care Act 2012; these CKAN records are therefore 13-year-old transparency obligations for
organizations that no longer exist.

**Probe 3 — metadata freshness vs content reality:** `spend-over-25000-in-nhs-wirral`
(0 resources) reports `"metadata_modified": "2026-07-08T13:33:28"` — bumped within the
last 3 months, almost certainly by a bulk re-index/touch job, not by anyone adding or
reviewing content. Freshness of the catalog record is not evidence the data is present.

**Probe 4 — a second zero-resource example with identical shape:**
`spend-over-25000-in-nhs-bristol` ("NHS Bristol") — also 0 resources, same series. Of the
34 packages in the 62 that DO have resources (e.g. `spend-over-25000-in-nhs-leeds`, 31
resources; `spend-over-25000-in-nhs-wiltshire`, 28 resources), every resource URL observed
routes through `webarchive.nationalarchives.gov.uk` (see the sibling WAF-block source) —
meaning even the "has resources" half of this series is not actually retrievable by a
plain GET today. Combined with the 45% that have zero resources at all, effectively none of
these 62 PCT-era transparency packages serve a live, fetchable file via this lane's tooling.

How observed: 2026-10-05T09:31:50Z–09:35:45Z, four live `curl -L` GETs to
`www.data.gov.uk/api/3/action/package_search` and `package_show`, `-m 60
--max-filesize 20000000`, no key.
