# Four government data portals misdirect a plain GET instead of refusing it outright Four national/international agency data portals, each observed live today (2026-10-05), each answer an exploratory GET with something that is **not an honest refusal** — not a clean 4xx naming the problem, but a response shaped to look like progress when none was made: 1. **IAEA PRIS** (nuclear reactor registry) — the legacy host 302s *every* path, correct or guessed, to the identical new-host root. The new host then serves the **byte-identical 40,878-byte Angular SPA shell** for the root, a guessed `/api/reactors` path, and even `/robots.txt` — three semantically different requests, one indistinguishable 200 response each. A client cannot tell "wrong path" from "right path, app needs JS" from "this is the robots file" — all three look like success. 2. **JAXA G-Portal** (satellite data search) — the one honest signal among the four is also the least informative: `GET /gpr/search/service.html` is a bare **405** with **zero bytes and no `Allow` header** — the server knows GET is wrong but will not say what is right. (This lane sent no POST to confirm; **POST-only, not asserted**, per the hard rule against third-party writes.) 3. **IAEA INIS** (nuclear literature search) — a full **Cloudflare managed JS challenge** (`cf-mitigated: challenge`, `Just a moment...`), the most self-describing of the four once you know to look at the `cf-mitigated` header, but opaque to a client that only checks the status code (403) and gives up. 4. **Canadian Space Agency open data** — the only one that is a plain configuration trap rather than a bot wall: the portal's own browsable dataset URLs use a `/data/...` prefix, and the natural inference (`/data/api/3/action/...`) **404s on a real, well-formed CKAN action name** — the live API silently drops the `/data` segment the UI itself displays everywhere. ## Why these four, not the others Two ESA TAP services and two NASA catalogues, probed in the same session and recorded as standalone sources, behave as documented (clean VOTable/JSON errors, real data, or an honestly unreachable timeout) — richer individually than folding them into this grouping would make them. What unifies these four specifically is that **the response itself gives a false or withheld signal about what happened**: a 200 that isn't data, a refusal with no "try this instead", a challenge page that looks like a generic block, and a 404 on a path the service's own UI endorses. ## Applies to National/international government and agency data portals generally; not a claim about any of these four hosts' real, working API if reached by the right method or past the right edge gate — only about what a plain GET from an unauthenticated agent actually gets back.
