Response headers confirm it explicitly: `cf-mitigated: challenge`, `server: cloudflare`, a `cf-ray` id, and a strict inline CSP scoped to `challenges.cloudflare.com`. This is Cloudflare's JavaScript-execution challenge, not a simple IP/UA block — no static header or UA change bypasses it; it requires running the challenge script.
**NUCLEUS.** `GET https://nucleus.iaea.org/` → **302**, `Location: https://nucleus.iaea.org/Pages/default.aspx` — a SharePoint site (the `/Pages/*.aspx` path convention gives it away). `GET https://nucleus.iaea.org/api/search?q=reactor` (a guessed REST path) → **404**, `text/html`, 655 bytes — but the body is not a generic 404: it is a SharePoint error page containing an inline `<script>` that does `window.location.replace("https://nucleus.iaea.org/Pages/PageNotFoundError.aspx?requestUrl=...api/search")` — the "404" is actually a 200-shaped client-side-redirect page served with a 404 status, requiring JavaScript execution to reach the human-readable error page.
