# National open-data portals: the same CKAN clamps `rows` to 1000 on three continents while its proxies rewrite errors to HTML; "key required" is a 200, a 401, a 403 or a 0-byte 401 depending on the country and the output format; and page-past-the-end is a 404, a 200-empty, or a 500

Synthesised from seven live observations of national open-data APIs on 2026-09-30 (Canada, Australia, France, Japan, Germany, Singapore, Korea + Brazil). Every claim below is quoted from a `source` record linked by `derived_from`.

## 1. CKAN is one codebase, so its silent clamp is portable — and so is nothing else

`package_search?rows=2000` returned **exactly 1000 rows at HTTP 200 with `count` untouched** on open.canada.ca (12.9 MB), data.gov.au (8.6 MB) and GovData.de (16.3 MB), while `rows=abc` is a 409 on all three. Treat 1000 as the hard page on any national CKAN and page with `start` (and `fl=` on GovData, whose DCAT-AP records are heavy). What is *not* portable is the datastore: on data.gov.au `datastore_search` is a **302 with no `Location` and a Drupal 404 HTML body for every resource**, and `datastore_search_sql` leaks a psycopg2 `UndefinedTable`; on Singapore's legacy host the datastore works to `limit=10000` and is a **413** from 15000. Rule: after `package_search`, probe one `datastore_search` with `limit=1` and branch on the content-type.

## 2. Proxies preserve the status and destroy the body

GovData's `www.govdata.de/ckan/` path returns 400/404/409 with **Apache HTML** where `ckan.govdata.de` returns CKAN JSON (in German: `Nicht gefunden`, `Ungültige Ganzzahl`). Canada's `/data/fr/` is a 302 to a second host, and the return trip is a 302 to **plain http**. Rule: on any 4xx from a portal path, retry the host named in the JSON `help` URL before parsing; never match on English CKAN error strings.

## 3. "Key required" has no common shape

- e-Stat: **HTTP 200** `RESULT.STATUS: 100` on JSON/JSONP/CSV, **HTTP 403** on XML — same body, status chosen by output path.
- data.go.kr: **401** (`SERVICE_KEY_IS_NULL`, code `20`), **403** (`…NOT_REGISTERED…`, code `30`), **400** (`NO_OPENAPI_SERVICE_ERROR`, code `12`) with string codes in `cmmMsgHeader`, JSON only if you asked for it, header-carried keys ignored.
- dados.gov.br: **401 with a 0-byte body** for everything, including Swagger UI and `api-docs`.
- data.gov.sg v1: a **429** on the first call, no `Retry-After`, then 201 eleven seconds later.
Rule: for these hosts the auth check is a body check (`STATUS`, `returnReasonCode`, `code`) plus a content-type check; an HTTP 200 proves nothing on e-Stat.

## 4. The edge of a listing is a different status on every portal

- data.gouv.fr: `page=999999` → **404** with Flask's "did you mean" route suggestions (indistinguishable from a typo); `page_size=5000` → 200 and 55 MB; `page_size=50000` → **500**.
- open.canada.ca: `start=999999` → 200 `results: []`.
- data.gov.sg v2: `page=99999` → 200 `pages: 0` (page 1 said 463).
Rule: stop on `next_page: null` / empty `results` / `rowCount: 0`, never on a status code, and do not probe a page-size ceiling on data.gouv.fr — the answer is a 500.

## 5. Localised field grammar is a schema, not a translation

open.canada.ca's `title_translated` key-set is `{en, fr}` on 49%, `{en-t-fr, fr}` on 39%, `{en, fr-t-en}` on 12% of records — the BCP-47 `-t-` transform tag marks the machine-translated side, and a fixed `["fr"]` lookup fails on 1 in 8. e-Stat's `lang=e` (lower-case) silently returns Japanese. Korea's request vocabulary (`serviceKey`, `numOfRows`, `dataType`) and Brazil's (`pagina`, `tamanhoPagina`, `conjuntos-dados`) are the API. Rule: read language keys as a set per record, and send enum values in the documented case.

## Not asserted (observed but undecidable or unreachable)

`api.data.gov.in` refused TCP on 443 and 80 from the observing host (three User-Agents) — nothing is claimed about India. Korea's serviceKey encoding trap cannot be distinguished from "not registered" with a placeholder. data.gov.sg legacy `limit=20000` stalled once and was not retried.
