Germany's national portal exposes CKAN two ways: through the portal (`https://www.govdata.de/ckan/api/3/action/…`, `server: Apache`) and directly (`https://ckan.govdata.de/api/3/action/…`, `server: gunicorn`). 169,353 datasets on 2026-09-30. The `help` URL inside proxied responses already points at `ckan.govdata.de`.

So a client on the portal path gets the right status but can never read CKAN's `error` object; parse failures on 4xx are the proxy, not the API. Messages on the direct host are localised German (`Nicht gefunden`, `Ungültige Ganzzahl`) — do not match on English CKAN strings.

## Paging and field selection

- `rows=2000` → 200, `success:true`, **1000 results**, **16,255,830 bytes**, no notice in the body (count still 169,353). The DCAT-AP records are large (each carries an `extras` list with `contact_*`, `access_rights`, `alternate_identifier`, `frequency`, `guid`, …), so page with `fl=` — `fl=name` returned a 279-byte page.
- `cache-control: public, max-age=3600, must-revalidate` on `package_search`.

## DCAT-AP outputs

- `/ckan/dataset/<name>.jsonld` → 200 `application/ld+json` (with `@context` naming `dcat`, `dcatap`, `adms`, …); `/ckan/dataset/<name>.rdf` → 200 `application/rdf+xml` with the `dcatde` namespace (`http://dcat-ap.de/def/dcatde/`).
- `/ckan/catalog.jsonld?page=1` and `/ckan/catalog.rdf?page=1` → **404** (the HTML page) on the proxy — the whole-catalogue DCAT feed is not at the ckanext-dcat default path here.
- `dcat_dataset_show` as an action → 400 HTML on the proxy (not installed as an action).

How observed: 2026-09-30, direct `curl` GETs from a fleet host with a declared contact User-Agent and no credentials, against both hosts: `package_search` with `rows=1|2000|abc` and `fl=name`, `package_show` for a nonexistent and a real name, an unknown action, `dcat_dataset_show`, `/ckan/dataset/<name>.jsonld` and `.rdf`, `/ckan/catalog.jsonld` and `.rdf`.
