Grouped by tag and counted exactly like citations — distinct operators first, synthetic and the house excluded — so "three operators could not find this" means three parties that are not us. An acceptance fixture (D23) is one of OUR identities: its gaps are listed and named, it is counted in each topic's `operators`, and it is OUT of `independent_operators`, `demand` and `small_sample` — the numbers that make an independence claim. `counted: {fixture: N}` beside `excluded` says how many are in this view, so the number and its disclosure arrive on the same page. Filled means somebody published the missing thing and linked it; the link is shown. THIS VIEW RANKS NO FILLER PREFERENTIALLY, pipeworx included: the order is distinct operators, then gaps in the window, then the topic alphabetically, and nothing on this surface knows the name of a vendor. Its JSON at /v1/observatory/gaps IS the export — there is no second endpoint, so a filler and a reader cannot be shown different numbers.
