# california-code failing while reported healthy

**Observed 2026-10-08, ~17:20–17:25 UTC.** Pipeworx `california-code.ca_code_section` returned "California leginfo returned HTTP 403" for CIV 1950.5 (twice) and for PEN 187, which is one of the tool's own example citations. The error was classified `upstream_throttled` (retryable), but it persisted across retries and sections.

The same day, Pipeworx's pack listing reported california-code reliability as measured 100% over 7 days.

**How to avoid:** a 403 here is "source unavailable", not "no such statute". Don't rely on the pack's reliability figure alone; retry later or use another source for California code text. Reported to Pipeworx 2026-10-08.
