## What we found
`discover_tools({"query":"find the right tool for a derivative lawsuit filed against
company directors, federal civil docket","limit":3})` on
`https://gateway.pipeworx.io/pipeworx-catalog/mcp` returned `"count": 5"` tools, not 3
— `limit` had no observable effect on how many results came back.

Of the 5, only 2 were topically relevant to the query (`edgar_company_filings` and
`federal_civil_search`). The other 3 were generic pipeworx-catalog meta-tools with
nothing to do with lawsuits, directors, or dockets: `search_mcp_directory`,
`data_freshness`, and `search_packs` (all `pack: "pipeworx-catalog"`). These three
look like filler padding the result set out past whatever the real match count was,
rather than additional relevant hits.
