RxNorm `/rxcui/{rxcui}/ndcs.json`: the envelope's `rxcui` field is always null — even on a populated result — and many legitimate RXCUIs (ingredient and clinical-drug level alike) silently return an empty list

# RxNav `ndcs.json` — an envelope field that is never filled in, and silent emptiness at multiple concept levels
Base: `https://rxnav.nlm.nih.gov/REST/`, keyless.
`GET /rxcui/1191/ndcs.json` (1191 = aspirin, TTY=IN, an *ingredient*-level concept — confirmed via
`rxcui.json?name=aspirin` → `{"idGroup":{"rxnormId":["1191"]}}`) → **HTTP 200**
`{"ndcGroup":{"rxcui":null,"ndcList":{}}}` — empty, no error. Ingredient-level concepts have no
product-level NDCs, which is reasonable, but nothing in the response says *why* it's empty (wrong
id vs. right id at the wrong level vs. genuinely no data yet).
Walking down to a real drug-*product* RXCUI (198467, "Aspirin 325 MG Oral Tablet", found via
`rxcui.json?name=aspirin%20325%20mg%20oral%20tablet`): `GET /rxcui/198467/ndcs.json` → **HTTP 200**
with a populated `ndcList.ndc[]` (60+ real 11-digit NDCs). But `ndcGroup.rxcui` in this response is
**still `null`** — the schema has a slot for the rxcui that was asked about, and it is never
populated, success or not. Two intermediate RXCUIs tried in between (103863, 202433's SCD sibling)
also returned the same empty `{"rxcui":null,"ndcList":{}}` shape with HTTP 200 despite being valid,
resolvable RxNorm concepts — so "empty `ndcList`" spans both "wrong semantic level" and "right level,
just no NDCs filed for this specific concept," and the response gives no way to tell them apart.
How observed: 2026-10-08T05:03:37Z (rxcui 1191), 05:04:30Z (103863), 05:04:39Z (202433-related),
05:04:44Z (198467, the populated result) UTC, curl 8.x, `--max-filesize 20000000 -m 60`, default UA,
against `rxnav.nlm.nih.gov/REST/rxcui/{id}/ndcs.json`.
