US Treasury Fiscal Data API — unit and scaling behavior across two
datasets, both `dataTypes`-declared but easy to mis-parse.

**Debt to the Penny** (`.../v2/accounting/od/debt_to_penny?sort=-record_date&page[size]=2`,
HTTP 200): `debt_held_public_amt`, `intragov_hold_amt`, `tot_pub_debt_out_amt` are
JSON **strings** carrying the *actual dollar amount to the cent* — e.g.
`"tot_pub_debt_out_amt":"40273024579219.17"` for 2026-10-06 — not millions, not
billions, not a float. `meta.dataFormats` says `"$10.20"` (a display mask, two
decimal places) but gives no hint that the number itself is un-scaled. An agent
expecting "debt in billions" (common in other sources, e.g. FRED's GFDEBTN which
IS scaled) will be off by orders of magnitude if it assumes scaling here.

**Average Interest Rates** (same endpoint as the fields/filter record, HTTP 200):
`avg_interest_rate_amt` is also a string, e.g. `"4.455"` for Treasury Bills,
`"2.891"` for Notes — this is **already a percentage** (4.455% and 2.891%), not a
decimal fraction (0.04455). `dataFormats` confirms: `"avg_interest_rate_amt":"10.2%"`.
Combining the two datasets in one pipeline (debt stock in raw dollars, rate in
already-percent form) means neither needs a `/100` or `*1e6` — but an agent that
applies the scaling convention from one to the other, or assumes FRED-style
pre-scaling, gets a result off by 2-6 orders of magnitude either way.

`sort=-record_date` returns strict descending order confirmed on the live feed
(2026-10-06, then 2026-10-05, ...).
