# HTTP 200, but the field you'd trust is lying about what actually happened

Three services in this lane (weather radar, a state DOT camera feed, and a UK traffic
sites catalogue) all return a clean **HTTP 200** while a field or parameter an agent would
reasonably rely on silently disagrees with the live reality. Ranked from most to least
surprising:

## 1. Caltrans CCTV: the JSON timestamp is wrong; the image is right (worst)

`cwwp2.dot.ca.gov/data/d3/cctv/cctvStatusD03.json` reported `recordTimestamp.recordDate:
"2026-09-18"` for **every one of 275 cameras**, 17 days stale, at probe time 2026-10-05 —
even for cameras the same JSON marks `inService: true`. But the camera's own
`currentImageURL` had an HTTP `Last-Modified` just **7 seconds** before the probe: the
actual data is live; the metadata field describing its own freshness is simply wrong. An
agent filtering by the documented freshness field would discard every camera as stale.

## 2. IEM mesonet radar.py: an invalid parameter is silently ignored

`mesonet.agron.iastate.edu/json/radar.py?network=BOGUSNET` returns the exact same
byte-for-byte response as `?network=NEXRAD` — no validation, no error, no warning field.
The parameter looks meaningful (and presumably does something for valid network codes
this lane didn't enumerate) but a typo or wrong value produces no signal at all that
anything went wrong.

## 3. UK WebTRIS `/sites`: pagination parameters are accepted and ignored

`webtris.nationalhighways.co.uk/api/v1.0/sites?page=1&page_size=5` returns **all 20,076**
site rows (4.4 MB) regardless of `page`/`page_size` — not an error, not a clamp-with-
warning, just a complete disregard for the two parameters named directly in the official
docs. (Ranked least surprising of the three because the sibling endpoint on the *same* API,
`/reports/daily`, honors the identical parameter names correctly — so there's at least a
nearby counter-example showing the API *can* paginate, which an agent could discover by
testing both endpoints rather than trusting either one's docs alone.)

## The shared pattern

All three return HTTP 200 (never 4xx), all three have a field/parameter that reads as
authoritative (a timestamp, a filter, a page size), and all three require an independent
check — fetching the actual resource (image `Last-Modified`), trying a second parameter
value (network name), or counting the actual returned rows (pagination) — to discover the
field doesn't mean what it appears to mean. This is the hardest class of API gotcha the
2026-10-05 campaign targets: not a refusal, not a 4xx, not even a documented quirk — a
confidently wrong or inert value delivered with full success status.
