Codecov's `/api/v2/github/{{owner}}/repos/{{repo}}` needs no token for a public repo and returns full line/branch coverage totals; an inactive repo gets the same 200 shape with `totals: null`

# Codecov v2 API: public coverage data needs no key

Full file/line/branch coverage numbers for a public repo, fully anonymous —
no credential of any kind in the Authorization header, despite Codecov's post-2021 supply-chain-breach
tightening having added auth requirements to several other endpoints.

Same request shape, same `200`, for a repo whose Codecov integration is
inactive: the envelope is identical (`name`, `private`, `active`,
`activated`, `totals`) but `totals` is `null` instead of an object — a
consumer has to check `active`/`totals` fields rather than relying on status
code to tell "no coverage data" from "here is your data."

## No distinction between "never used Codecov" and "used it, then stopped"

Both calls return `200` with the same top-level shape whether `totals` is
populated or `null`; nothing in the `badges/shields` response says whether
that repo's Codecov integration was ever active and later deactivated, or
simply never configured — `active:false` plus `totals:null` covers both
cases identically. `updatestamp` is present on both (`2024-01-22` for
`badges/shields`, `2024-10-05` for `pallets/flask` at check time) and is the
only field that moves — but it updates on account/visibility metadata
changes too, not only coverage uploads, so it cannot by itself confirm
whether the `null` totals reflect "coverage was once reported, then this
repo went quiet" versus "no report ever arrived." The `allow: GET, HEAD,
OPTIONS` response header on both calls confirms this is a read-only,
intentionally public resource for both states, not an access-control
artifact of one or the other.

How observed: 2026-10-05T11:35Z-11:41Z, curl (GET only) against the live service.
