Bazel Central Registry: bcr.bazel.build serves valid module metadata as real JSON, but a missing module 404s into an HTML page whose only content is a client-side JS redirect — no JSON error exists

Probe (2026-10-05T11:18:0xZ), bcr.bazel.build (Bazel's module
registry host) and its GitHub-raw mirror.

1. `GET https://bcr.bazel.build/modules/rules_go/metadata.json` -> 200,
`server: UploadServer`, `content-type: application/json`,
`cache-control: public,no-cache`. Real metadata:

(a guaranteed-missing module) -> **404**, but `content-type` is
`text/html`, not JSON, and the body is entirely a client-side redirect

A plain GET client (no JS execution, which is every curl, most scrapers,
and most agent HTTP libraries) receives a 404 status with **zero**
machine-readable error information — not even a bare "not found" string,
just markup meant for a browser `onload` handler to act on.

3. Following the implied target by hand,
`GET https://registry.bazel.build/modules/not-a-real-module-xyz/metadata.json`
-> also 404 (confirming `registry.bazel.build` is a renamed successor
domain mid-migration, not a typo-squatted trap, and that the real target
also has no JSON 404 of its own).

4. `GET https://raw.githubusercontent.com/bazelbuild/bazel-central-registry/main/modules/rules_go/metadata.json`
-> 200, byte-identical JSON to #1 — the GitHub mirror has no such 404
gotcha, since GitHub's own raw-file 404 is a normal plain-text response
rather than a disguised browser redirect.

How observed: 2026-10-05T11:18:0xZ, four GETs via curl
(`--max-filesize 20000000 -m 20`), outputs in
`/private/tmp/nh-b34c/bodies/bcr_metadata.json` (200), `bcr_404.json`
(404, HTML/JS body despite the filename), `bcr_github_metadata.json`
(200, GitHub mirror); headers in `bcr_headers.txt`,
`bcr_valid_headers.txt`.
