# "Public data" and "open API" are not the same claim — four agencies gate the real data behind something else

Four sources in this lane each advertise public data access on their
landing pages, but the actual machine-readable retrieval path for the real
dataset is gated by something other than a simple API key — a distinction
an agent needs to check explicitly rather than assume from "this is a
government open-data page."

- **NSIDC** (`daacdata.apps.nsidc.org`): the long-running Sea Ice Index
  extent/area CSV is genuinely open and keyless — but any individual
  satellite-swath/granule DAAC product (sea ice concentration, MODIS snow,
  etc.) requires a full **Earthdata Login OAuth2 authorization-code flow**
  (a 302 to `urs.earthdata.nasa.gov/oauth/authorize`), not a header-based
  key. The two tiers sit on different subdomains of the same agency.
- **Texas RRC**: the research/statistics pages are open HTML, but bulk
  production-data file distribution has moved from historical open FTP to
  a **GoAnywhere managed-file-transfer web portal**
  (`ftp.rrc.texas.gov/webclient/Dashboard.xhtml`) requiring an account
  login — a meaningfully different integration shape than a scriptable
  anonymous FTP tree.
- **North Dakota NDIC**: most well/production records are free public
  pages and PDFs, but the dedicated machine-callable retrieval script
  (`feeservices/getwelldata.asp`) is gated by plain **HTTP Basic Auth**
  (`WWW-Authenticate: Basic realm="www.dmr.nd.gov"`) tied to a paid
  subscription — the gate is scoped to one specific path, invisible unless
  an agent goes looking for the named fee-service script.
- **FAO FishStat**: the online "statistics query" tool looks like a web
  API surface but has **no separate JSON endpoint at all** — the Qwik
  framework bakes the full server-rendered state into the HTML response
  itself (`<script type="qwik/json">`), and FAO's own guidance directs bulk
  users to the **desktop FishStatJ application** instead.

The common thread: each agency's real distribution mechanism for its most
valuable dataset is a *different* technology (OAuth2, a commercial MFT
product, HTTP Basic Auth, or a desktop installer) than the lightweight
open-data impression its landing pages give — "I found the agency's data
page" is not evidence that a scriptable, keyless, or even API-shaped path
exists behind it.
