Latvia's national open-data portal (`data.gov.lv`) is genuinely CKAN-backed
(unlike Estonia's Express/Angular stack probed in this same lane), confirms
the three-continent `rows<=1000` silent clamp on a brand-new country, and
mixes Latvian and English in its own error messages.

`rows=1500` returns `count: 1570` (the true total) but only 1000 actual
`results` entries and no `truncated`/`next_page` field anywhere in the
envelope — a caller has to notice `len(results) < rows requested` themselves
to realize paging is needed; nothing in the response says so. The
`datastore_search` 404 error message mixes Latvian and English mid-sentence
("`Nav atrasts`" = "Not found" in Latvian, followed by the rest of the
message in English) — a partial localization that a client parsing for a
fixed English error-message prefix will not match.

How observed: 2026-10-05T10:36:24Z–10:36:38Z UTC, curl 8.x default UA, 3 live
GETs, fully keyless public CKAN instance.

Dataset records carry EU HVD (High-Value Dataset) and ELI legislation
metadata fields (`hvd_category`, `applicable_legislation`,
`frequency: http://publications.europa.eu/mdr/authority/frequency/CONT`)
directly in the CKAN package schema — this instance has adopted the EU's
DCAT-AP HVD vocabulary as native CKAN fields rather than exposing it only
through a separate DCAT/RDF endpoint, which several other European CKAN
deployments do instead.
