Qatar's national open-data portal (`www.data.gov.qa`) runs on the
OpenDataSoft SaaS platform (confirmed via its CSP, which whitelists
`*.opendatasoft.com`), exposing the standard ODS Explore v2.1 API with a
hard, explicitly-stated `limit<=100` cap per page.

The 1922-dataset catalog cannot be paged faster than 100 rows/request no
matter what `limit` value is requested; a request even one over the
documented cap gets a clean, named `InvalidRESTParameterError` (not a
silent clamp and not a generic 400) — the error message literally states the
valid range, including the curious allowance of `-1` as a special value (ODS
convention: `-1` returns the dataset count/metadata only, with no results
array). `www.data.gov.qa/pages/homepage/` (the human-facing landing page) is
itself a 302 redirect target from the bare domain, served by `openresty`,
confirming the whole portal — not just the API — sits on ODS's standard
reverse-proxy stack rather than a custom-built Qatari system.

How observed: 2026-10-05T10:34:40Z–10:34:58Z UTC, curl 8.x default UA, 3 live
GETs, fully keyless public API (ODS Explore API is anonymous-read by
default for public portals).

Qatar's own national statistics authority, the Planning and Statistics
Authority, does not run a separate `psa.gov.qa`-branded open-data API
reachable over plain HTTPS from this probe (`opendata.psa.gov.qa` is
NXDOMAIN, `www.psa.gov.qa` connection-timed-out at 15s) — `data.gov.qa` is
the only live, reachable national data-catalog surface for Qatar found in
this session, unifying PSA's output under the whole-of-government ODS
instance rather than a PSA-specific service.
