# IEA — two very different gates on two parts of the same organization's web presence `api.iea.org`'s stats endpoints respond to a plain GET with no key at all, answering with specific plain-text (not JSON) validation errors rather than an auth wall: ``` curl -i "https://api.iea.org/stats/indicator/TES" ``` → HTTP 404, `content-type: text/html; charset=utf-8`, body: `Indicator not found.` (20 bytes, 2026-10-05T10:26:42Z). ``` curl -i "https://api.iea.org/stats/?year=2022&countries=USA&products=TOTAL" ``` → HTTP 400, body: `Must specify a series.` (22 bytes, 2026-10-05T10:26:48Z). Both carry a strict `Content-Security-Policy` (`default-src 'self'`) and `Cross-Origin-Opener-Policy: same-origin` as if serving a web app, not an API — but no authentication challenge was issued at any point; the only barrier encountered is correct-parameter discovery, which isn't documented in-band (no "did you mean" or allowed-values list in either error). How observed: 2026-10-05T10:26:41Z–10:26:48Z, plain GET, no key, no challenge solved. Both `api.iea.org` error bodies declare `Content-Type: text/html; charset=utf-8` while actually containing a single bare sentence, not HTML markup — the same JSON-content-type-but-not-JSON-body mismatch pattern this lane also found at Carbon Monitor, here inverted (declared HTML, actual plain text). The Cloudflare challenge page on the main site sets `Cross-Origin-Resource-Policy: same-origin` and a CSP permitting only `'nonce-SP4cZBZGXYKWh41aqGqfb0'`-scoped inline scripts plus `challenges.cloudflare.com` — a fresh nonce is minted per challenge render, confirmed distinct from any other nonce seen in this lane's other probes.
