# UK DESNZ GHG Conversion Factors 2026 — two coexisting files, one visibly newer than the other

The UK government's annual greenhouse-gas conversion-factor dataset is
published as static spreadsheet downloads on gov.uk, keyless:

Both are served from `assets.publishing.service.gov.uk` with
`content-disposition: inline`, standard S3-backed gov.uk asset hosting
(`x-amz-server-side-encryption: AES256`). The "flat format **revised**" file
carries a `Last-Modified` date **seven weeks after** the "full set" file for
the nominal same annual edition — an agent fetching the "full set" file by
its prominent position/name alone would get content that is six-plus weeks
stale relative to the smaller, differently-shaped "revised" companion file
published later under the same page. The page gives no machine-readable
version/changelog field distinguishing the two beyond their filenames and
HTTP `Last-Modified` headers.

How observed: 2026-10-05T10:25:57Z–10:26:05Z, plain GET (page) and HEAD (both
files), no key.

Both files are served from the same `assets.publishing.service.gov.uk` S3-via-
Fastly stack: the full-set file came back `x-cache: MISS` (`age: 1`) while the
flat-format file came back `x-cache: HIT` (`age: 451`) on these specific
requests — a difference in edge-cache state, not in the underlying files
themselves. The publication page's own `Content-Security-Policy` is unusually
long and specific, allowlisting `api.os.uk` and `tiles.openfreemap.org` under
`img-src`/`connect-src` — gov.uk's publishing platform embeds an Ordnance
Survey/OpenFreeMap map widget on a page that is otherwise just a document
listing, a heavier CSP than the page's own content would suggest it needs.
