No error, no\n   effect, no pagination exists on these two endpoints despite the parameter name.\n2. **SatNOGS Network** (`network.satnogs.org/api/observations`) — the **sibling\n   API on the same project** — takes the opposite approach: `page` is explicitly\n   **deprecated and rejected**, HTTP 400, with a plain-English error naming the\n   replacement (`Link` header cursor pagination). Same project, same-looking\n   parameter, opposite behavior.\n3. **smartcitizen.me** (`api.smartcitizen.me/v0/devices`) honors `per_page` far\n   past any sane value — 100, 1000, even 2000 all return exactly that many\n   records — and then, somewhere between 2000 and 5000, the connection is simply\n   **dropped** (`HTTP 000`, no body, no status) rather than refused with a clean\n   `400`/`413`. The failure mode isn't a limit at all; it's a cliff with no\n   warning sign.\n4. **FAA UAS Facility Maps** (ArcGIS FeatureServer, `services6.arcgis.com`):\n   `resultRecordCount=5000` against a documented `maxRecordCount: 2000` is\n   **silently clamped** to exactly 2000 features, with an explicit\n   `exceededTransferLimit: true` flag in the response telling the caller there's\n   more to fetch — the one case here that both clamps *and* tells you it clamped.\n\n**Why this is one finding:** these four services do not share a codebase, a\nmaintainer, or even a domain, but they represent the complete space of ways a\n\"how many records\" parameter can misbehave: ignored (1), explicitly rejected (2),\nsilently truncated with a signal (4), and silently truncated with no signal at all\nin the worst way possible — a dead connection (3).
