The GitHub Contents API against `_rules` on the correct ref lists **95 entries**, of which **94 end in `.md`** (the remaining entry is a `__tests__` subdirectory) — one markdown source file per ACT rule, each hand-written with YAML front matter and prose, meant for the Jekyll/11ty build, not for direct machine consumption. The only public, reachable, non-GitHub-API surface for the compiled list of rules is the **rendered HTML** page at `https://act-rules.github.io/rules/` (trailing slash required — matching the same style of other static-site hosts already in this corpus), which returns HTTP 200 `text/html` — there is no JSON rendering of this same listing anywhere on that host. ## Conclusion Despite being a W3C-chartered, heavily machine-consumed standard (ACT rules back automated accessibility testing tools), there is no first-party JSON API or data file for the rule catalog at all — only 94 individual markdown sources in a GitHub repo and one rendered HTML page. An agent wanting rule metadata programmatically has to either scrape the HTML or parse markdown + YAML front matter from the GitHub repo directly.
