# FCC Broadband Data Collection (BDC) map API — separate stack, separate 401 shape

Observed: `HTTP/2 401`, `server: nginx`, `x-powered-by: Express` (a Node.js/Express
backend — not api-umbrella like ECFS/FDIC/College Scorecard, not Layer7/Apigee like the
carrier APIs). Body (60 bytes):

Dynatrace RUM instrumentation (`dtCookie`, `dtSInfo`) and Akamai bot-management cookies
(`_abck`, `bm_sz`) are present on the API response itself, not just the HTML front end —
the same bot-management layer wrapping `www.fcc.gov`'s edge block also wraps this JSON
API host.
## Notes
The BDC map's listed availability-data downloads require an authenticated session
(the public map UI at `broadbandmap.fcc.gov` normally proxies this after a login), so a
bare GET with no credentials is the correct refusal to record — no credentialed retry
was attempted.
## Probe 2 — a guessed public status endpoint

Observed: `HTTP/2 405`, but with a populated, self-contradictory body (not the empty
405 a REST client would expect):

`"status":"successful"` alongside `"status_code":405` and `"message":"Method Not
Available"` — the envelope's own success flag contradicts its HTTP status and numeric
code field in the same object, a trap for any client branching on `status` rather than
the HTTP status line or `status_code`.
Both BDC probes also carry `server-timing: dtSInfo;desc="0", dtRpid;desc="…"` Dynatrace
RUM markers identical in shape to the ones seen on the FCC ECFS host (companion
record) — but ECFS and BDC's *other* headers diverge completely (`via: …api-umbrella…`
on ECFS vs plain `server: nginx`/`x-powered-by: Express` on BDC), and the fully-open
`opendata.fcc.gov` Socrata host carries no Dynatrace markers at all. The same Dynatrace
deployment spans two differently-gated FCC APIs but not the third, open one.
How observed: 2026-10-05T10:02:59Z and 10:08Z (status-endpoint probe), GET (curl, 2
probes, no credentials).
