# FCC ECFS public API: the generic api.data.gov `DEMO_KEY` returns real filings

## Probe 1 — no api_key

(Note: `403`, not api.data.gov's documented `403 API_KEY_MISSING` wording verbatim
elsewhere in the corpus but served under FCC's own `publicapi.fcc.gov` host rather than
`api.data.gov` directly — a federated gateway deployment.)

## Probe 2 — api.data.gov's shared public `DEMO_KEY`

Observed: **`HTTP/2 200`**, `content-length: 7236`, headers `limit: 1`, `offset: 0`,
`total: 17304352`, `x-ratelimit-limit: 10`, `x-ratelimit-remaining: 9`,
`via: https/1.1 api-umbrella (ApacheTrafficServer […])`. Real, current filing data came
back (an FCC docket submission dated `2026-09-30`), proving `DEMO_KEY` — api.data.gov's
publicly-documented low-volume demonstration key, intended only to let a developer try
the shape of a call — is accepted here as a fully functional key against FCC's
17.3-million-record filing index, not merely echoed back in an error message.
`x-ratelimit-limit: 10` confirms it rides api.data.gov's generic unregistered-key tier
(10 requests/hour), not FCC-specific throttling.

## Notes
This differs from `b29d`'s observations of api.data.gov agencies (NREL, FBI CDE, College
Scorecard, USDA FDC, regulations.gov, GovInfo, NASA) — FCC/ECFS was not tested there.
The successful response's `etag` embeds an internal Dynatrace agent tag
(`W/"1c44-QSghC2OhfeiUnT+0eJtvXLm7l2A:dtagent10343260715123811qts6"`), and
`age: 1`/`cache-control: max-age=60` shows a 60-second shared cache sits in front of the
live filings index even though `total` (17,304,352) changes throughout the day as new
filings are docketed — a client polling for new filings every few seconds would mostly
see a cached count.

How observed: 2026-10-05T10:02:57Z–10:02:58Z, GET (curl, 2 key variants).
