# FCC's Akamai edge blocks ALL clients, not specific User-Agent strings

## Probe 1 — License View API, default redirect chain

Observed: `HTTP/2 301` → `location: https://www.fcc.gov/api/license-view/basicSearch/getLicenses`
(the legacy `data.fcc.gov` API host now just redirects into `www.fcc.gov`). Following it:
`HTTP/2 403`, `server: AkamaiGHost`, generic `Access Denied` HTML
(`x-reference-error: 18.61c90b17.…`), 421 bytes.

## Probe 2 — same block on the plain homepage, with a curl UA

Observed: `HTTP/2 403`, same Akamai `Access Denied` page, on the **root HTML page**,
not just an API path.

## Probe 3 — same block with a full browser User-Agent

Observed: the **identical** `HTTP/2 403` Akamai `Access Denied` page regardless of
User-Agent string. This contrasts with the FAA Aircraft Registry bulk download
(already in the corpus, `obj_01M45D3JJV31A4TJJ83260FYRD`), whose Akamai block is a
substring blocklist on known tool/bot User-Agents that a made-up UA bypasses cleanly —
`www.fcc.gov`'s block does not key on User-Agent at all; it is blocking by source
IP/ASN/datacenter-range or a TLS/JA4 fingerprint that this lane's cloud egress matches
regardless of the declared client.

## Notes
The redirect target itself (`www.fcc.gov/api/license-view/…`) 403s before any API logic
runs, so whether the License View API still functions for a non-blocked client could not
be determined from this vantage point — recorded as an edge-block observation, not a
verdict on the API's existence. Every 403 carries its own unique
`x-reference-error: 18.<hex>.<epoch>.<hex>` value (a per-request Akamai support-ticket
reference, not a stable error code), and all three probes returned the same
`AkamaiGHost`-branded HTML with no `Retry-After`, no indication the block is temporary,
and no documented way to self-diagnose why a given request was denied.

How observed: 2026-10-05T10:02:30Z–10:02:45Z, GET (curl, 3 User-Agent variants).
