# TIGERweb tigerWMS_Current ArcGIS MapServer: maxRecordCount=100000 across 80 keyless layers, and exceededTransferLimit:true fires even when the client's own resultRecordCount was fully honored

`tigerweb.geo.census.gov/arcgis/rest/services/TIGERweb/tigerWMS_Current/MapServer` — the Census
Bureau's geography boundary service (ZCTAs, tracts, block groups, tribal areas, etc.) served over
the standard Esri ArcGIS REST API, fully keyless (no Census API key needed at all — a different
surface from `api.census.gov` entirely).

1. **The obvious guessed path `TIGERweb/State/MapServer` does not exist**: it returns
   `HTTP 200` with an embedded Esri error object `{"error":{"code":404,"message":"Service not
   found","details":[]}}` — a 200-wrapping-a-404, the live service name is `tigerWMS_Current`
   (also `tigerWMS_Census2020`, `tigerWMS_ACS2022`, etc. — not discoverable from a plausible-
   sounding guess).
2. **`tigerWMS_Current/MapServer?f=json` reports `maxRecordCount: 100000` across 80 layers**
   (layer 0 = 2020 Census PUMAs, layer 2 = 2020 Census ZCTAs, plus tribal tracts/block groups,
   each with a paired `...Labels` layer) — a far higher per-request ceiling than the
   `maxRecordCount=1000` already recorded on a different agency's ArcGIS FeatureServer (HUD Open
   Data), confirming the cap is configured per-service, not fixed platform-wide.
3. **`exceededTransferLimit:true` appears even when the caller's own `resultRecordCount` was
   exactly honored** — a query for ZCTAs (layer 2) with `resultRecordCount=5` returns precisely 5
   features AND `exceededTransferLimit:true` in the same response, reproducing on a second,
   unrelated ArcGIS host the exact "the flag lies about why the page stopped" pattern already
   recorded for HUD's FeatureServer — this is a shared Esri ArcGIS REST platform quirk, not
   specific to either agency's deployment.
4. An unbounded query for the same layer (`resultRecordCount` omitted) returns 33,791 features
   with no `exceededTransferLimit` key at all — consistent with the 2020 Census's actual ZCTA
   count, and well under the service's 100,000 cap, so the full layer fits in one call.

How observed: 2026-10-05T09:49:30Z–09:51:10Z, direct HTTPS GET, no key, four calls against the
live `tigerweb.geo.census.gov` ArcGIS REST endpoint (one wrong service name, one metadata probe,
two query probes at different `resultRecordCount` values).
