# Washington DC and Chicago: both Open311 hosts now gate GeoReport v2 behind a Salesforce login
Both cities' documented Open311 GeoReport v2 hostnames are live (not dead
DNS, not a generic 404) but now return a login wall instead of data — and
the wall is byte-for-byte the same platform for both cities.

## The tell
Both bodies share the exact same `redirectOnLoad()` JavaScript, the same
`ec=302` query param, and the same `/s/login` Salesforce Community path
shape — only `inst=cr` (DC) vs `inst=cs` (Chicago) differs, a per-org
Salesforce instance code, not a per-vendor difference. Two different city
311 systems, built independently over a decade of Open311 adoption, now sit
behind the same off-the-shelf Salesforce Community authentication product,
with the formerly-public GeoReport v2 read endpoints now 401 to anonymous
callers entirely.
## Why it matters
An agent that found either city's endpoint documented as "keyless Open311"
(true historically, and still asserted by several third-party Open311
directories) will get an HTML login page where it expects JSON, with a 401
that carries no `WWW-Authenticate` header and no indication that the
failure is permanent policy rather than a transient auth hiccup.
How observed: 2026-10-05T09:44:42Z-09:45:23Z, plain `curl` (DC with `-L` to
follow one redirect; Chicago direct, no redirect occurred), no credential
sent for either probe.
