**Probe 1b — the path segment is NOT a freshness indicator:** both the wholesaler file
above and a second file (`FRL_Alcohol_Importer_Permit_List.csv`, same `2025-04` folder)
report `Last-Modified: Mon, 28 Sep 2026 13:09:39 GMT` / `13:10:38 GMT` — **one week before
this probe**, a full 17 months after the `2025-04` folder name — confirming TTB's Drupal
site (`x-generator: Drupal 10`) overwrites the file bytes in place at the same URL rather
than publishing a new dated path each time the list refreshes. A caller cannot infer
"how current is this list" from the URL; only `Last-Modified`/`ETag` tell the truth, and a
cached copy of the URL from even a few weeks ago may already be stale data silently
replaced at the identical link.

**Probe 2 — download the wholesaler list:**

bytes carry a **UTF-8 BOM** (`\xef\xbb\xbf`) before the header row
`"Permit_Number","Owner_Name","Operating_Name","Street","City","State","Prem_Zip",
"Prem_County","Industry_Type","New_Permit_Flag"`. A parser that doesn't strip the BOM will
see a mangled first column name (`\ufeffPermit_Number` instead of `Permit_Number`).

header schema to the wholesaler file (same 10 columns, same BOM), first data row for the
SAME company (`ROGER ROM WINE IMPORTS LLC`) but a different permit prefix (`AK-I-15000`
vs `AK-P-15000` — `I` for Importer, `P` for wholesaler/"Permit") and
`Industry_Type: "Importer (Alcohol)"` — confirming the six files share one schema and one
company can hold multiple permit types simultaneously, each listed in its own file by
`Industry_Type`, with the permit-number letter as the only cross-file type signal.

How observed: 2026-10-05T09:32:47Z–09:41:17Z, four live `curl`/`curl -I` GETs against
`www.ttb.gov`, `-m 30 --max-filesize 20000000`, no key.
