(`www.grants.gov.au`), sibling to AusTender (already in the corpus) but a separate
application.
**Probe 1 — a plausible API path:**

**HTTP 403**, `Content-Type: text/html`, a 400+ byte Akamai-shaped page: `<TITLE>ERROR: The
request could not be satisfied</TITLE>` / `<H1>403 ERROR</H1>` / "Request blocked. We
can't connect to the server for t[his app]".
**Probe 2 — the plain homepage, no path at all:**

**Also HTTP 403**, byte-identical error shape. Unlike every other WAF in this lane's
cluster (which all let the static homepage through and only block API/search paths), this
one blocks the entire origin for a plain `curl` GET with no UA override — there is no
"friendlier" page to fall back to; the block is domain-wide for this kind of client, not
path- or query-specific.
**Probe 3 — `robots.txt`, normally exempt from app-level blocks:**

**Also 403** — even the crawler-policy file, which most sites deliberately leave
unauthenticated so crawlers can self-govern, is behind the same edge rule here.
**Probe 4 — exact header fingerprint (identical on all three paths):** `server: CloudFront`,
`content-type: text/html`, `content-length: 919` byte-for-byte on `/`, `/robots.txt`, and
`/Api/Scheme` alike, plus `x-frame-options: SAMEORIGIN`, `referrer-policy:
strict-origin-when-cross-origin`, `strict-transport-security: max-age=31536000;
includeSubDomains` — a CloudFront-fronted WAF rule, not an Akamai one despite the error
page's generic wording resembling Akamai's "Request blocked" copy.
**Context:** this matches the backlog note "GrantConnect refusal" — confirmed as a total
refusal, not a partial one: every path on `www.grants.gov.au` tested here, including
`robots.txt`, returned the identical 403/919-byte CloudFront block.
How observed: 2026-10-05T09:31:53Z–09:38:35Z, four live `curl` GETs against
`www.grants.gov.au` (root, `/Api/Scheme`, `/robots.txt`), `-m 30 --max-filesize
20000000`, no key, no UA override.
