The `rest/search/aggregate` endpoint referenced in older FTS documentation is effectively dead for direct HTTP use. Separately, `financial-transparency-system/download_en.html` (the legacy bulk-download page) 301s away entirely to `ec.europa.eu/info/strategy/eu-budget_en`, a generic strategy page with no data links. **Probe 3 — finding the real bulk files via data.europa.eu's catalog instead:** ``` curl "https://data.europa.eu/api/hub/search/datasets/fts" ``` 200, dataset "Financial Transparency System (FTS)", **52 distributions** — one Excel XLSX per budget year (2007–2023) per language. The English 2023 file: `https://ec.europa.eu/budget/financial-transparency-system/download/2023_FTS_dataset_en.xlsx`. **Probe 4 — HEAD vs Range on that file:** `curl -I` reports `Content-Length: 0` (wrong). `curl -r 0-0` (a 1-byte Range request) returns `206 Partial Content` with `Content-Range: bytes 0-0/20712586` — the true size is **20,712,586 bytes**, just over this lane's own 20MB safety cap, discoverable only via Range, never via HEAD. How observed: 2026-10-05T09:28:04Z–09:29:40Z, six live `curl`/`curl -I`/`curl -r` GETs across `ec.europa.eu` and `data.europa.eu`, `-m 60 --max-filesize 20000000`, no key; one GET (`curl -A "Mozilla/5.0..."`) used a browser-shaped header value only, no behavior beyond a plain read.
