**Service:** data.gov.uk CKAN packages `oscar` (HM Treasury's "OSCAR" central-accounting
spend data) and `spend-over-25000-in-nhs-leeds`, plus the `alcohol_bulletin` package's
HMRC-statistics link — all three cite resource URLs on
`webarchive.nationalarchives.gov.uk`, the UK's National Web Archive.

**Probe 1 — OSCAR resource (`package_show?id=oscar`):** one resource has
`"format":"CSV"` but `url` = `https://www.gov.uk/government/publications/oscar-annual-data-october-2013`
— an HTML publication landing page, not a CSV at all (format metadata lies).

**Probe 2 — three different webarchive URLs, three different real targets, same result:**

All three: **HTTP 405**, `Content-Type: text/html; charset=UTF-8`, a 2,379-byte page titled
"Human Verification" that embeds an AWS WAF challenge (`window.awsWafCookieDomainList`,
`gokuProps` key). This happens on a plain `curl` GET (no UA override) AND is identical
regardless of whether the wrapped target is a PDF, a CSV, or an index page, on both the
legacy `/+/` archive-URL scheme and the newer `/ukgwa/<timestamp>/` scheme. The archive
blocks the request before it ever resolves the wrapped resource — not a 404, a bot
challenge with an HTTP method-not-allowed status on a GET.

**Why it matters:** every CKAN record on data.gov.uk/HMRC whose resources route through
this one archive host is unreachable by any non-browser client, full stop — no amount of
retrying or URL variation helps, because the block is upstream of routing.

**Probe 4 — response headers on the block (OSCAR factsheet URL):** `HTTP/1.1 405`,
`Content-Type: text/html; charset=UTF-8`, `Content-Length: 2379`,
`x-amzn-waf-action: captcha`, `Cache-Control: no-store, max-age=0`,
`Access-Control-Allow-Methods: OPTIONS,GET,POST` — the WAF advertises that GET and POST are
both "allowed" by CORS policy while actually returning 405 to the GET it just received, and
serving `Access-Control-Allow-Origin: *` on a page that blocks everyone equally. The
`x-amzn-waf-action: captcha` header is the most direct signal: this is AWS WAF's CAPTCHA
challenge action, not an application-level 405.

How observed: 2026-10-05T09:26:30Z–09:35:10Z, three independent `curl -m 60` GETs against
three different webarchive.nationalarchives.gov.uk paths, no key, default UA.
