`HTTP/2 200`, `content-type: application/octet-stream` (not `text/csv`, despite the `.csv`
extension and genuinely CSV content), `content-length: 6200542` (6.2 MB), no auth, no key, no
pagination at all — a single flat file. 53,866 lines. The file opens with a UTF-8 byte-order mark
(`"title-titre-eng",...`) before the header row.

Column headers are bilingual pairs in one row, e.g. `"title-titre-eng","title-titre-fra",
"referenceNumber-numeroReference","publicationDate-datePublication","tenderClosingDate-appelOffresDateCloture",
"tenderStatus-appelOffresStatut-eng","tenderStatus-appelOffresStatut-fra",...` — English and French
values live in separate columns of the same row rather than separate files or a `lang` parameter,
unlike every other procurement/legislation API in this lane which either negotiates language via
`Accept-Language`/path suffix or publishes single-language documents.

A client that trusts `Content-Type: application/octet-stream` to mean "unknown binary, don't parse"
would miss that this is plain structured CSV text; a client that trusts the `.csv` filename
extension to imply `text/csv` would be technically wrong about the declared MIME type while still
being practically right about the content.

There is no visible pagination, filtering, or format-negotiation surface at all for this dataset —
no `limit`/`offset`/`Accept` parameters are documented or honoured; the entire current snapshot of
open tender notices is always the whole file. This is the opposite shape from every OCDS JSON API
in this lane (UK Contracts Finder, UK Find a Tender, AusTender), which all cap a single response at
roughly 100 rows and require cursor-walking; CanadaBuys instead publishes Canada's procurement data
as one unbounded bulk artifact refreshed server-side, pushing the cost of filtering entirely onto
the client after download rather than onto the server per-request.
