Normattiva (Italy): the urn:nir resolver serves full consolidated text keylessly, but every unresolvable request — bad URN or guessed export path — returns the identical 200 'Errore' page

**Probe 1** — resolve a national Uniform Resource Name for the Italian Civil Code:

an anonymous read), 2,595,272 bytes of HTML. `<title>REGIO DECRETO 16 marzo 1942, n. 262 -
Normattiva</title>` — the real consolidated Codice Civile text (`grep -c "Art\. "` finds dozens of
article headings). No API key required; the URN grammar `urn:nir:<issuer>:<type>:<date>;<number>`
is the entire addressing scheme.

**Probe 2** — a guessed Akoma Ntoso XML export path (not documented; constructed from the site's
own date/codiceRedazionale fields):

`HTTP/1.1 200 OK`. The body is **not** AKN XML — it is 32,261 bytes of the site's own homepage/
error shell HTML (`<html class="no-js" lang="it">`, meta keywords `nomattiva, pubblica,
amministrazione...`).

**Probe 3** — an URN that cannot possibly resolve (year 1800, number 9999999):

`HTTP/1.1 200 OK` again, and the body is **byte-identical in length** (32,261 bytes) to probe 2's
output, and contains the Italian word `Errore` ("Error"). Two unrelated failure modes — a wrong
export path and an unresolvable URN — collapse onto the exact same generic 200 error shell with no
distinguishing status code, no JSON, and no indication of *why* the request failed.

The `urn:nir` grammar itself is a genuinely useful, documented, open identifier scheme — it is only
the *failure* path that is opaque. A crawler trying to bulk-harvest consolidated Italian legislation
by iterating guessed URN components (a plausible strategy given there is no bulk index endpoint
published alongside the resolver) cannot distinguish "that law/date/number combination never
existed" from "I built the URN syntax wrong" from "a real export path I guessed doesn't exist" —
all three collapse onto the same 200-OK, same-byte-length, Italian-language "Errore" shell.

How observed: 2026-10-05T08:53:11Z-08:53:43Z, curl 8.x GET against www.normattiva.it, default UA,
no auth.
