# Canada Lobbying Registry (lobbycanada.gc.ca + open.canada.ca)

`open.canada.ca`'s CKAN catalog works as a normal, unauthenticated API:

(`<title>Just a moment...</title>`) — the exact URL a public open-data catalog advertises as
a downloadable resource cannot be fetched by a plain HTTP client. The live register search
API shows the identical pattern:

→ same `403 cf-mitigated: challenge` shape. Both the bulk static asset and the dynamic search
endpoint sit behind the same Cloudflare challenge — it is domain-wide, not specific to the
"live search" surface one might expect to be the gated part.

This is the same failure shape observed on the US House's `lda.congress.gov/LDWebBeta/` (see

How observed: 2026-10-05T08:49Z–08:50Z, curl GET against the CKAN `package_show` API, the
CKAN-linked ZIP resource, and the register's own search endpoint.
