Unlike OFAC, OFSI, FCDO, and UN SC (all of which proxy to cloud blob storage via a redirect),
Canada's list is served directly by the origin, no indirection:

Plain IIS static-file serving (`ETag` in the classic IIS `<hex>:<version>` shape, not a
content hash) — `Last-Modified` is 4 days before this observation, the freshest of the five
"consolidated list" sources checked in this lane (OFAC Oct 2, FCDO Oct 2, UN SC Oct 3, OFSI
stale since June). Two header fields hint at the bilingual site architecture even on the
English XML response: `TravelEng: travel.gc.ca` and `TravelFra: voyage.gc.ca` — custom headers
naming the parallel French/English travel-advisory subdomains, present on an unrelated
sanctions-list response, suggesting they're injected site-wide rather than per-route.
