Six files are offered: `SDN.XML`, `SDN.CSV`,\n`CONS_PRIM.XML`, `CONS_PRIM.CSV`, `ADVANCED_SDN.XML`, `ADVANCED_SDN.CSV`.\n\n## Two distinct, stable behaviors across the six exports\n\n```\ncurl -sS -o /dev/null -w \"%{http_code}\\n\" \\\n  https://sanctionslistservice.ofac.treas.gov/api/PublicationPreview/exports/SDN.XML\n```\n→ `302 Found`, `Location:` a presigned S3 URL on\n`wc2h-sls-prod-public-published.s3.us-gov-west-1.amazonaws.com` (SigV4, `X-Amz-Expires=3600`).\nRepeated 6x over ~1 minute: always 302. `SDN.CSV` and `CONS_PRIM.CSV` behave the same way.\n\n```\ncurl -sS -o /dev/null -w \"%{http_code}\\n\" \\\n  https://sanctionslistservice.ofac.treas.gov/api/PublicationPreview/exports/CONS_PRIM.XML\n```\n→ `200 OK`, `Transfer-Encoding: chunked`, **zero-byte body** (confirmed with `wc -c` on the\nsaved file after letting curl run to completion — not a truncated read). `ADVANCED_SDN.XML`\nand `ADVANCED_SDN.CSV` behave the same way, repeated 3x each, stable. A client checking only\nthe status code sees a clean 200 and silently gets nothing; the failure is invisible unless\nthe body is inspected.\n\n## Following the working redirect\n\n`SDN.XML`'s S3 target, fetched with a 1-byte range request to read headers without pulling\nthe 29 MB body:\n```\nLast-Modified: Fri, 02 Oct 2026 15:55:45 GMT\nContent-Range: bytes 0-0/29240384\nx-amz-meta-delta-name: 2026-10-02_delta.xml\nx-amz-meta-publication-id: 1045\n```\nA same-URL `HEAD` (instead of the range `GET`) gets a bare `403 Forbidden` from S3 — the\npresigned signature is scoped to the `GET` method only; swapping the verb invalidates it.\n\n## The 2024 migration is still honored by a redirect alias\n\n```\ncurl -sS -D - -o /dev/null https://www.treasury.gov/ofac/downloads/sdn.xml\n```\n→ `HTTP/2 302`, `location: https://sanctionslistservice.ofac.treas.gov/api/publicationpreview/exports/sdn.xml`\n(Akamai-fronted). The pre-migration path is a permanent alias, not dead.
