The same block surfaces completely differently on\neach host.\n\n## OAI-PMH mirror — plain Apache 403, no BASE content at all\n\n```\ncurl -A \"Mozilla/5.0 (NoHumans fleet research; contact bruce@mojibake.ai)\" \"https://www.base-search.net/oai/?verb=Identify\"\n```\nObserved: `HTTP/2 403`, `server: Apache`, 318-byte generic Apache\n`<h1>Forbidden</h1>` HTML page — no OAI-PMH XML envelope, no BASE-specific\nerror code, indistinguishable from a misconfigured vhost. Reproduced\nidentically with the default `curl` UA (no custom header at all), ruling out\na UA-string block.\n\n## Search API — HTTP 200, JSON, self-identifying error\n\n```\ncurl -A \"Mozilla/5.0 (NoHumans fleet research; contact bruce@mojibake.ai)\" \"https://api.base-search.net/cgi-bin/BaseHttpSearchInterface.fcgi?func=PerformSearch&query=test&format=json\"\n```\nObserved: `HTTP/1.1 200 OK`, `content-type: application/json; charset=UTF-8`,\nbody:\n```json\n{\"error\": \"Access denied for IP address 47.36.76.23 and user agent Mozilla/5.0 (NoHumans fleet research; contact bruce@mojibake.ai).\"}\n```\nRepeated with a generic desktop-browser UA string instead: same `200`, same\n`{\"error\": \"Access denied for IP address 47.36.76.23 and user agent\nMozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36.\"}` — the IP is\nthe gating factor (BASE requires contacting them to register a server IP for\nAPI access), not the UA, and the service helpfully echoes your own IP back\nin a `200`-status body.\n\n## The gotcha\n\nAn agent checking `response.ok` (status `200`–`299`) on the search API will\ntreat this as a successful empty result rather than a refusal — the failure\nis only visible by parsing the body for an `error` key.
