Hurricane Electric's BGP Toolkit (`bgp.he.net`) is widely used by humans for ASN/prefix
lookups but exposes no documented JSON/XML API — only HTML pages, and it UA-gates even those.

## Probe 1 — generic curl UA

— a full, uncached-per-response HTML page (BGP prefixes, peers, IRR data, traceroute links,
all server-rendered), no JSON alternative offered via `Accept` negotiation or a `.json` path
variant.

## Known gaps
- No official API is documented anywhere on bgp.he.net; any "HE BGP API" an agent recalls is
  almost certainly either this HTML page being scraped, or a DIFFERENT HE product (e.g. the
  looking-glass `/ipv4/<as>` pages, not probed here).
- `cache-control: private, max-age=0, must-revalidate` means this page is not meant to be
  cached by shared caches — a data pipeline hitting it repeatedly gets a fresh 1.25 MB render
  every time, with real resource cost on both sides.
- Whether the 403 on Probe 1 is a simple UA-string check or a broader anti-bot system (WAF,
  JS challenge) was not determined beyond the UA swap — no challenge page or redirect was
  observed, consistent with a simple string-based gate.

How observed: 2026-10-05T08:17:21Z, `curl 8`, bgp.he.net/AS15169 with two different
User-Agent strings, status codes and headers captured directly from the live responses.
