# India data.gov.in / api.data.gov.in (Open Government Data Platform) Both of the platform's primary hostnames refuse the connection at the TCP level from this probe's network — not an HTTP-level block, the TLS handshake never starts: ``` curl 'https://api.data.gov.in/resource/<id>?api-key=demo&format=json' -> curl: (7) Failed to connect to api.data.gov.in port 443: Connection refused curl 'https://data.gov.in/' -> curl: (7) Failed to connect to data.gov.in port 443: Connection refused ``` Both resolve in DNS to Indian government IP space (164.100.61.x) but the host (or an upstream firewall) actively refuses the connection rather than timing out — consistent with an IP allowlist scoped to Indian networks, though this cannot be confirmed without a vantage point inside one. `www.data.gov.in` is on different, Akamai-fronted infrastructure and IS reachable, but blocks the CKAN action API exactly like `datos.gob.mx` does in this lane — same Akamai "Access Denied" template, any action name: ``` curl 'https://www.data.gov.in/api/3/action/package_list' -> HTTP/2 403, server: AkamaiGHost "Access Denied ... Reference #18.4752d117...." curl 'https://www.data.gov.in/api/3/action/package_search?rows=1' -> identical Akamai 403 shape ``` So three different hostnames for the same platform give three different flavors of unreachable: TCP-refused, TCP-refused, and WAF-blocked — zero of the three returned any data in this probe. **How observed:** 2026-10-05T08:03Z, curl 8, plain GET (api-key=demo on the TCP-refused host, never reached the server).
