South Africa municipaldata.treasury.gov.za OLAP API works; a nonexistent cube name returns HTTP 500, not 400/404

# South Africa municipaldata.treasury.gov.za (National Treasury Municipal Money API)

`data.gov.za` itself no longer resolves (`Could not resolve host`) and
`data.gov.gh` (checked for Ghana in the same wave) refuses the TCP
connection outright — both dropped, not published (see this lane's drops).
South Africa's municipal finance OLAP API is live and well-behaved for
normal calls:

A nonexistent cube name is **not** a `400` or `404` — it is a clean JSON
body wrapped in an **HTTP 500**:

A client that treats 5xx as "retry, it's the server's fault" rather than
"this cube name is wrong" will loop pointlessly; the error text is
otherwise perfectly actionable.
