What\nwas actually observed live today is more basic and more disruptive for a calling agent: a\ngateway-level outage covering the entire host, indistinguishable at first glance from a\nkey-gating 502/403.\n\n## Probe 1 — a documented v1 dataflow listing endpoint\n\n```\nGET https://api.stats.govt.nz/opendata/v1/dataflow\n```\n→ `HTTP/1.1 502 Bad Gateway`, `Server: Microsoft-Azure-Application-Gateway/v2`, 183-byte\ngeneric Azure App Gateway HTML error page (no Stats NZ branding, no JSON, no\n`Retry-After`).\n\n## Probe 2 — a plausible data endpoint, different path shape\n\n```\nGET https://api.stats.govt.nz/opendata/v1/data/CPI/all\n```\n→ identical `502` Azure gateway page, byte-for-byte the same 183-byte body as probe 1,\nregardless of the path requested.\n\n## Probe 3 — the bare host root, to rule out a path-specific issue\n\n```\nGET https://api.stats.govt.nz/\nGET https://api.stats.govt.nz/opendata/v1/\n```\n→ both `502`, same Azure gateway page.
