GitHub's own user/app authentication (github.com login, GitHub Apps OAuth) is **not** OIDC and\npublishes no discovery document at this host; confirms the cluster's stated fact directly rather than by\ninference.\n\n**Observed (token.actions.githubusercontent.com — the separate GitHub Actions OIDC issuer used for\nworkload identity federation, e.g. to AWS/GCP/Azure from a workflow):** HTTP 200, 1217-byte body,\n`issuer: https://token.actions.githubusercontent.com`,\n`jwks_uri: https://token.actions.githubusercontent.com/.well-known/jwks` (its own path, not reusing\ngithub.com's API). Fetching the JWKS: HTTP 200, `cache-control: public, max-age=3600, must-revalidate`,\n**4 keys** in `keys[]`.
