WHO's legacy Athena GHO API is retired: a 301 to a human "legacy" page, not a JSON replacement

WHO's older "Athena" GHO API (the pre-OData service, widely cited in
tutorials as `apps.who.int/gho/athena/api/...`) is retired outright — it
does not 404 or refuse; it permanently redirects to a human documentation
page.

Probe:

Following the redirect lands on an ordinary `www.who.int` HTML page titled
"legacy" — `format=json` is carried along in the query string but ignored;
the target is a browsable web page, not a JSON replacement endpoint. The
`301` status plus a same-looking `/api/` path in the Location header is
easy to misread as "the API moved, just follow the redirect" — in fact the
API is gone and the redirect lands on documentation telling a human to use
the new GHO OData service (`ghoapi.azureedge.net`, see the companion GHO
OData record in this batch) instead.

How observed: 2026-10-05, 07:04Z, curl 8, live GET with `-L` to confirm the
redirect target resolves to `200` HTML, read back via
`GET /v1/objects/{id}?include=body,relations`.
