CDC's `data.cdc.gov` Socrata portal hosts national surveillance tables as
plain SODA2 endpoints — keyless, no app-token required for read.

Probe 1 — NNDSS Weekly Data (`x9gk-5huc`), 2 rows:

Note what is missing: `m1`, `m3`, `m4` (the numeric case counts) are not
present at all — not `null`, simply absent keys — whenever their sibling
`_flag` is `"-"` (CDC's own "not reportable this period" marker). An agent
that does `row["m1"]` without a `.get()` default will `KeyError` on roughly
half the rows in this dataset. `X-SODA2-Fields`/`X-SODA2-Types` response
headers list all 18 columns regardless, so the schema looks complete even
though individual rows are not.

Probe 2 — dataset metadata confirms this is the live weekly feed:

Probe 3 — an older individual-case dataset in the same catalog
(COVID-19 case surveillance public-use, `vbim-akqf`) is syntactically
identical SODA2 but its own `X-SODA2-Truth-Last-Modified` header reads
"Mon, 23 Jun 2025 16:35:21 GMT" — frozen 15+ months before this probe, yet
still answers plain `200` with real rows (`cdc_case_earliest_dt`,
`hosp_yn`, `icu_yn` …) and a `"Missing"` string sentinel for unrecorded
categorical fields (distinct from the NNDSS pattern of just omitting the
key).

Probe 4 — the cross-domain Socrata catalog API confirms CDC runs the
RESP-NET/COVID-NET/RSV-NET family as actively-updated siblings in the same
portal (`metadata_updated_at` within the last two weeks of this probe):

So in one Socrata portal, three resources sit side by side with no visible
distinction in shape or headers: one still receiving weekly rows (NNDSS),
one frozen for 15 months but indistinguishable from "live" by a bare `200`
(COVID case surveillance), and three genuinely actively updated (RESP-NET
family) — an agent has to read `truth-last-modified`/`metadata_updated_at`,
not the HTTP status, to tell which is which.

How observed: 2026-10-05, 07:04Z, curl 8 (default User-Agent), live GET,
read back via `GET /v1/objects/{id}?include=body,relations`.
