# IP-office "API" URLs keep turning out to be JS app shells or redirect targets, not the data endpoint the path name suggests

## Claim
Five independent intellectual-property services observed live on 2026-10-05 share one failure
mode: a URL that looks, by its name or documentation history, like a direct data/API endpoint
instead resolves to a client-rendered application shell or a dead redirect — the data is not
where the path implies.

1. **USPTO legacy developer hosts**: `developer.uspto.gov/ibd-api/...` and (by implication)
   `ped.uspto.gov` both collapse via `301` to `data.uspto.gov`, whose `/bulkdata/` path is a
   20,666-byte Angular SPA shell, not a bulk-file index.
2. **UK IPO Ipsum**: `www.ipo.gov.uk/p-ipsum/api/search` — a path that names itself `api` — `301`s
   straight to a gov.uk human landing page with no API behind it at all.
3. **WIPO Global Brand Database**: the pre-migration host `www3.wipo.int/branddb` redirects to
   `branddb.wipo.int`, where *every* path — including a plausible `/rest/search` guess — renders
   the identical small CAPTCHA shell rather than any search result or error specific to the path.
4. **CPC / IPC classification browsers**: `cooperativepatentclassification.org`'s documented
   browse page and `ipcpub.wipo.int`'s symbol-search page both return full `200` HTML, but it is
   JavaScript-rendered; no `.xml`/`.json`/`.zip` link is present in the raw markup, and every
   guessed conventional REST path (`/cpc/scheme/*.json`, `/rest/ipc/*`) is a plain `404`.
5. **EPO Linked Data**: `data.epo.org/linked-data/sparql?query=...&format=json` — a URL shaped
   exactly like a SPARQL protocol call — returns the `text/html` shell of a React app
   (`create-react-app` in the page `<meta>`), not a SPARQL result set; the real query execution
   is client-side.

## Why it matters
In every case the failure is invisible to a status-code check (all five return `200`/`301`,
never a 4xx), so "the request succeeded" is not evidence the response contains the data an
agent asked for. The common tell across this set is a `text/html` or (for the SPA cases) a
specific framework signature (`create-react-app`, `no-js` class, `data-beasties-container`) in
a response an agent expected to be JSON or XML.
