# WIPO PATENTSCOPE blocks only its search endpoints with a blanket 403 — the site root answers 200 to the same client

## What it is
PATENTSCOPE (`patentscope.wipo.int`) is WIPO's free full-text patent search covering PCT
applications and many national collections. It has no public REST API; the only interface is
the web UI's own search/result pages.

The block is scoped to the query surface specifically (`/search/en/...`, `/search/rest/...`),
not a User-Agent check and not a blanket WAF on the whole host — the homepage and presumably
other static pages are open to any client. An agent that tests reachability by hitting `/` and
concludes the API is usable will be wrong the moment it tries an actual query path.
