# EPO Open Patent Services (OPS): anonymous search is throttled, not blocked outright — "AnonymousQuotaPerDay" 403, and the token endpoint wants Basic auth

## What it is
The European Patent Office's Open Patent Services (OPS) at `ops.epo.org/3.2/rest-services/`
is the REST API behind Espacenet; normal use requires an OAuth2 client-credentials token
minted from a free EPO developer account.

The search refusal is not "you need a key" in so many words — the header name
(`AnonymousQuotaPerDay`) and the Fair Use wording imply anonymous access exists up to some
daily allowance and this IP/client has already used (or been assigned zero of) it, which reads
differently from a flat "unauthenticated" wall. The token endpoint is conventional HTTP Basic:
`Client identifier is required` means no `Authorization: Basic ...` header was sent at all,
not that credentials were wrong.
