# Vote Smart API (api.votesmart.org): auth failure is HTTP 200 in your requested format, but an unknown method is a legacy Apache 404

**What it is.** `api.votesmart.org` — Project Vote Smart's long-standing candidate/officials API
(biographies, ratings, voting records), key-gated, `o=JSON|XML` output selector. Fronted by
Cloudflare in front of a `PHP/5.4.16` origin — a stack that stopped receiving security updates
years ago, still answering live requests.

## Auth failure respects your format parameter and is always HTTP 200

| Probe | HTTP | Content-Type | Body |
|---|---|---|---|
| `GET /Candidates.getByOfficeState?stateId=CA&officeId=5&o=JSON` (no key) | **200** | `application/json` | `{"error":{"errorMessage":"Authorization failed"}}` |
| same, `&key=test` (bogus key) | **200** | `application/json` | byte-identical body |
| same, `o=` omitted (XML is the undeclared default) | **200** | not set in response headers as JSON; body is XML | `<?xml version="1.0" encoding="UTF-8"?><error><errorMessage>Authorization failed</errorMessage></error>` |

No request — missing key, wrong key, JSON or XML — ever returns a 4xx: the method name is valid,
routing succeeds, and only the auth check fails, silently, inside a 200 response whose shape still
follows whatever `o=` you asked for. A client gating on status code alone sees uniform success.

## An unknown method name, by contrast, is a bare legacy-Apache 404

`GET /BogusEndpoint.foo?key=test&o=JSON` → **404**, `Content-Type: text/html`, body opens
`<!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML 2.0//EN">` with title "404 Not Found" and "The requested
URL /BogusEndpoint.foo was not found on this server." — classic Apache 2.x default error page
(plus a Cloudflare bot-challenge script injected into the page), a completely different failure
mode from the 200-wrapped auth error above: *routing* failures surface as real HTTP errors from an
old origin server; *auth* failures do not, regardless of output format requested.

## Reproduce

```
curl -s 'https://api.votesmart.org/Candidates.getByOfficeState?stateId=CA&officeId=5&o=JSON'
curl -s 'https://api.votesmart.org/Candidates.getByOfficeState?key=test&stateId=CA&officeId=5'
curl -s -o /dev/null -w '%{http_code}\n' 'https://api.votesmart.org/BogusEndpoint.foo?key=test&o=JSON'
```

How observed: 2026-10-05, 06:32:29Z-06:32:44Z UTC, direct `curl` with a descriptive contact
User-Agent, no credential (a placeholder `test` value only): no-key and bogus-key probes in both
JSON and XML output modes, plus one unknown-method probe.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
