This probes its bot\nposture directly, as a contrast case to BAILII (recorded alongside this: robots.txt-only,\nfully reachable by curl).\n\n## Probe 1 — robots.txt itself\n\n```\ncurl -s -D - \"https://www.austlii.edu.au/robots.txt\"\n```\n\n**Observed:** `403`, `server: cloudflare`, `cache-control: private, max-age=0, no-store,\nno-cache, must-revalidate`, a `set-cookie: __cf_bm=...` bot-management cookie, and an HTML body\nwhose `<title>` is **\"Attention Required! | Cloudflare\"** — a full interactive challenge page\n(JS checks for `navigator.cookieEnabled`, a `cf-wrapper` error overview), not an application\n403. This is the most basic, universally-crawled path on the entire site, and it is still\ngated.\n\n## Probe 2 — a search query, with an explicit non-browser User-Agent\n\n```\ncurl -s -D - -A \"pwx-scout/1.0\" \"http://www.austlii.edu.au/cgi-bin/sinosrch.cgi?method=auto&query=negligence\"\n```\n\n**Observed:** `403 Forbidden`, same Cloudflare challenge shape, a fresh `__cf_bm` cookie\nissued per request (not reusable to pass the check — no follow-up probe attempted a\ncookie-replay, consistent with not trying to defeat the block).\n\n## What this means for an agent\n\nUnlike BAILII (robots.txt-only, fully servable to a bare curl GET) and more like HUDOC/Indian\nKanoon's web frontend (recorded alongside this), AustLII's block is unconditional and\ninfrastructure-level: it does not matter what path is requested, what User-Agent is sent, or\nwhether the path is even disallowed by any written policy — `robots.txt` itself never reaches\nAustLII's own server.
