Two patterns hold across all of them.\n\n## 1. Neither is retry-worthy; both look like your bug.\n3. **Refusals encode the fix**: GLEIF's deep-pagination 400 names `page[cursor]=*`; Cellar's 400 says \"without language\"; Companies House's 401 says whether the header was empty or wrong. Read `detail`/`message` before changing anything else.\n4. **Caps are refusals here, not clamps**: GLEIF `page[size]` 200, AU `$top` 500 — unlike the silent clamps seen on CKAN, ClinicalTrials and BLS
