# Two Commonwealth statute books as data: Australia's FRL OData API and Canada's Justice Laws XML

Both keyless. They could not be more different in shape, and each has one trap.

## Australia — `api.prod.legislation.gov.au/v1/` (OData 4.0)

`GET /v1/titles?$top=2` → 200 `application/json; odata.metadata=minimal; odata.streaming=true`, header `OData-Version: 4.0`, plus `x-frl-version: 2026.09.24-releaseyaml.1+f23bfe…` (the deployed build). Body is standard OData: `{"@odata.context":"https://api.prod.legislation.gov.au/v1/$metadata#Titles(id,name,…)","value":[{"id":"C1901A00001","name":"Consolidated Revenue","makingDate":"1901-06-25T00:00:00","collection":"Act","isPrincipal":true,"isInForce":false,"status":"Repealed",…}]}`. `$select=id,name` works; `$count=true` adds `"@odata.count": 132469` (titles as of today); `/v1/$metadata` → 200 `application/xml` EDMX (30 308 B; entity types `Affect`, `Title`, …). Ids are the FRL register ids (`C2004A00818` = Corporations Act 2001, `status: "InForce"`, `hasCommencedUnincorporatedAmendments: true`); `originatingBillUri` points at parlinfo.aph.gov.au.

Traps:
- **`$top` cap is 500 and it is a refusal, not a clamp**: `$top=1000` → **400** `{"error":{"code":"","message":"The query specified in the URI is not valid. The limit of '500' for Top query has been exceeded. The value from the incoming request is '1000'.","details":[],"innererror":{"message":…,"type":"Microsoft.OData.ODataException","stacktrace":"   at Frl.Api.Infrastructure.OData.FrlEnableQueryAttribute.ValidateQuery(…) in D:\\agent\\_work\\7\\s\\Frl.Api.Infrastructure\\OData\\FrlEnableQueryAttribute.cs:line 165 …"}}}` — `error.code` is the empty string; the server stack trace is in the body. `$top=abc` → 400 same shape ("requires a non-negative integer value").
- **Unknown id is not a 404**: `GET /v1/titles/ZZZ999` and `/v1/titles/C2099A99999` → **400**, `Content-Type: text/text` (not a registered type), body `Unexpected error\nObject reference not set to an instance of an object.` — a .NET null-reference surfacing as a plain-text 400 (`x-cache: Error from cloudfront`). Test for `text/text` before calling `json.loads`.

## Canada — `laws-lois.justice.gc.ca/{eng|fra}/XML/<id>.xml` (static files)

`GET /eng/XML/P-8.6.xml` (PIPEDA) → 200 `text/xml`, 243 198 B, **`Accept-Ranges: bytes`**, `ETag: "0ea876915eadc1:0"`, `Last-Modified: Fri, 22 May 2026 18:04:20 GMT`; a `Range: bytes=0-1500` request → **206** with `Content-Range: bytes 0-1500/243198` (partial reads work — useful for the multi-MB acts). Root: `<Statute lims:pit-date="2026-03-26" hasPreviousVersion="true" lims:lastAmendedDate="2025-03-04" lims:current-date="2026-03-31" lims:inforce-start-date="2018-11-01" … in-force="yes" xmlns:lims="http://justice.gc.ca/lims">` — the point-in-time and currency dates are **attributes on the root element**, every provision carries `lims:id`/`lims:fid`. French twin `/fra/XML/P-8.6.xml` → 200, 254 121 B, its own ETag.

Index: `GET /eng/XML/Legis.xml` → 200 `text/xml`, **5 281 575 B** (`Last-Modified: Mon, 28 Sep 2026 …`), `<ActsRegsList><Acts><Act><UniqueId>A-1</UniqueId><OfficialNumber>A-1</OfficialNumber><Language>eng</Language><LinkToXML>http://laws-lois.justice.gc.ca/eng/XML/A-1.xml</LinkToXML>…<CurrentToDate>2026-09-21</CurrentToDate><RegsMadeUnderAct><Reg idRef="638933e"/>…` — the `LinkToXML` values are **`http://`**, and following one is a **302** to the `https://` URL (one extra hop per act if you use the index verbatim). Unknown id `/eng/XML/ZZZ-99.xml` → **404 `text/html`**, bilingual page `Page not Found - Page non trouvé`.
